The first paper established the wildness of a broad class of complete local rings. This second paper establishes the tameness of the remaining complete local rings (with the exception noted above), and of some noncommutative local rings, giving an explicit description of their finitely generated modules. The third paper will deal with the non-complete and non-local situations, with emphasis on local-versus-global behavior and direct-sum behavior of modules over tame rings. -------------------------------------------------------------------------------
