For $G$ in one of the classes, there is no finite model for the classifying space for proper $G$-actions. For $G$ in the other class, the aspherical manifold is CAT(0) and so is itself a model for the classifying space for proper $G$-actions. However, the fixed point sets for certain finite subgroups of $G$ are not submanifolds, and the centralizers of these subgroups are not virtual Poincare duality groups.
